Historical Background  
            Information technology (IT) is currently considered a vital factor in organization administration. Administrators need to have fast and easy access to the most up-to-date information. IT provides everyone with satisfying services by boosting, facilitating and speeding up the operation of an organization. IT also improves and speeds up the communication between administrators and employees on the one hand and between them and others on the other hand. IT also gives an organization faster and more efficient means to reach the public, to hear from them and to receive their contributions.
           The administrators at the Red Cross Society are well aware of the need to use IT to enhance the efficiency of its operations and to help with planning and decision making. Intranet needs to be set up for internal communications whereas internet, through which information exchange can be made and opinions can be voiced, is crucial for linking the Society with other organizations and the public. Thus, the Thai Red Cross Information Technology Center was established. Its purpose is to draw up a master plan for using IT systematically and continuously in the operation of the Society to its most benefit.

Procedures
  1.  Short-term plan
 
  1.1  Drawing up the master plan for the Red Cross Society's IT system.
  1.2  Continually improving the organization's internal communications.
  1.3  Remodeling the Society's web site.
  1.4  Providing computer skills to administrators and other staff.
  1.5 Establishing continual communications between the Thai Red Cross Society and its foreign and international counterparts.
2.  Long-term plan
  2.1  Implementing the IT master plan.
  2.2  Coordinating the linking up of information between offices of the Society to ensure that it is up-to-date, accurate and fast and easy to retrieve.
  2.3  Continually improving the internal communication system
  2.4  Improving the information and public relations service via its web site so that the public will be kept informed of the Society's activities.
  2.5  Promoting the use of IT in various offices of the Society operation and recommending how it can be applied appropriately to their jobs.
  2.6  Continuing with its plan to provide its administrators and other staff with computer skills.

  1.  Thai Red Cross Information Technology Center is under the supervision of the Thai Red Cross Society's Secretary General and is directly responsible to the Center's director.
  2.  The Center's administrative chart:
 
  2.1  Board of Directors :
 

          Chaired by the Society's Secretary General, with up to 15 members who are IT specialists, the board is responsible for making operational policies, giving the Center's Director advice, overseeing and following up on the Center's missions, and duly providing the Center with support.

 
  2.2  Director
            Responsible for ensuring that the Board of Directors' policies are followed and its objectives are met.
  2.3  Full-time staff
            Consisting of computer specialists and the secretary to the Center's Director to carry out the assignments and fulfill the objectives.

Responsibilities  
 
 
  1. Center of connecting, developing and systematizing the Thai Red Cross Information Technology Center with respect to its hardware, software and peopleware.
  2. Coordinating center of the Thai Red Cross organs' information system.
  3. Enhancing the system's potential to speed up the Thai Red Cross internal communications.
  4. Maintaining and upgrading the Thai Red Cross's web site.
  5. Organizing in-house IT training programs for the Thai Red Cross staff.
  6. Providing the Thai Red Cross staff with Internet user accounts.
